Raymond, a Sea-Monkey from the American colony, shares a story from his time in the Central Intelligence Agency during the 1960s, when he was employed to map remote regions of the USSR. In this account, based on a true story told by my paternal grandfather, the Soviets discovered that they could distract American surveillance with large decoy construction sites. Part of a larger installation, "Sea-Monkeys on Ice."
